About the Fund

What is the Pathways Fund?

The Pathways Fund provides grant funding to support organisations, groups, and individuals who are widening access to entrepreneurship for under-represented and under-supported groups and communities across Scotland. It aims to build a more inclusive entrepreneurial ecosystem by supporting impactful, community-focused, and collaborative initiatives.

What is the maximum grant available?

The maximum grant available is £150,000 per project.

Is there a minimum amount we can apply for?

There is no minimum grant threshold. The Fund particularly welcomes smaller-scale, grassroots proposals that can demonstrate meaningful impact.

What is the difference between Ecosystem Fund and Pathways Fund?

Ecosystem Fund

The Ecosystem Fund is a Scottish Government initiative that supports the strategic development of Scotland’s entrepreneurial infrastructure. It provided financial support to organisations, groups and individuals undertaking high-impact activities that strengthen the ecosystem supporting start-ups and scale-ups.

Pathways Fund

The Pathways Fund is a complementary element of the Scottish Government’s Pathways Report addressing the recommendations highlighted, with a distinct focus on tackling barriers to entrepreneurship faced by underrepresented or under supported groups. This could include women, people from ethnic minority backgrounds, disabled individuals, care-experienced persons and those from disadvantaged communities.

Its core priorities are to:

• Widen access – making entrepreneurial opportunities more equitable and inclusive
• Reach underserved communities – engaging individuals who have historically been excluded or underrepresented
• Address systemic challenges – removing structural and social barriers to participation
• Build capability and confidence – providing tailored support and guidance to empower aspiring entrepreneurs

The Ecosystem Fund strengthens the wider infrastructure, while the Pathways Fund provides targeted support to individuals who might otherwise be excluded from accessing opportunities within the entrepreneurial ecosystem.

While separate from the Ecosystem Fund, the Pathways Fund complements it by ensuring that efforts to strengthen Scotland’s entrepreneurial ecosystem reflect the diversity and potential of the wider population.

These Funds are a Scottish Government initiative and are being delivered by Inspirent Ltd on the Government’s behalf.

Eligibility

Who can apply to the Fund?

The Fund is open to a wide range of applicants, including but not limited to:

Ecosystem builders such as incubators, accelerators and support organisations

Industry associations and third-sector organisations

Universities, colleges and educational institutions

Established businesses supporting early-stage entrepreneurship

Private organisations with relevant expertise in entrepreneurial development

Individuals or informal groups driving collaboration and knowledge-sharing.

Does my organisation need to be based in Scotland?

Applicants must be headquartered in Scotland or have significant operations based here. While international collaborations are welcomed, the lead applicant must have a substantial Scottish presence.

Can public sector organisations apply?

Local economic development groups, local authority teams, Business Gateway and academic institutions are eligible. Applications must be for funding new activity, not business as usual programmes. However, core Scottish Government, government sponsored agencies, and public bodies are not eligible to apply for grant.

Are there any restrictions on who can apply?

Applicants must:

  • Be solvent and hold a UK bank account
  • Have no outstanding legal issues
  • Align with Fair Work principles and demonstrate good business practice
  • Adhere to ethical standards and relevant legal/safeguarding requirements
  • Provide a hard copy, PDF or web link to the most recent audited Annual Financial Accounts

Our organisation is a for-profit company. Can we still apply?

Yes, private sector organisations are welcome to apply. The fund is open to all sectors, provided the project aligns with the aims of the Fund and delivers benefits to under-represented groups.

Can we apply for projects that may generate revenue?

You can apply for projects that may generate revenue, such as events where you plan to sell tickets. The Fund can help cover initial costs, gaps in funding or provide underwriting to test market viability. However, you must clearly demonstrate in your application:

  • How the Fund's support is necessary to make the activity viable
  • How any revenue generated will be reinvested to support the project's objectives
  • How the activity contributes to wider ecosystem development beyond financial returns

We encourage sustainable models that may eventually become self-funding but expect Fund resources to focus on aspects that would not otherwise be commercially viable.

Can I apply as an individual entrepreneur?

Yes. Individuals and informal groups may apply, especially where they are enabling community-based collaboration, knowledge sharing or ecosystem development. We recognise that effective ecosystem support often emerges from less formalised groups that have traditionally struggled to access public funding.

Can a partnership or collaboration apply?

Yes, collaborative proposals are strongly encouraged. One organisation must be designated as the Lead Organisation, which will be responsible for the contractual obligations. All partners should be mentioned in your application.

Can we submit multiple applications?

Yes, multiple applications are permitted. Each proposal should be distinct, with its own aims and delivery plan.

Application Process

What is the application process?

The process begins with an initial screening form common to all applicants. Applicants will then complete an online application that includes:

  • A detailed project description
  • Expected outcomes
  • Milestones, deliverables and future plans
  • Evidence of capability
  • Budget breakdown

Tuesday 29th July 2025

What is the deadline for applications?

5.00pm on Monday 18th August 2025

How long will it take to receive a decision?

Funding decisions will be announced by 30th September 2025. All applicants will be notified of the outcome of their application by email.

How will applications be assessed?

Applications are assessed through a three-stage process:

  1. Eligibility screening
  2. Specialist assessment against set assessment criteria
  3. Final panel review and decisions

Will I receive feedback if my application is unsuccessful?

Yes, all applicants will receive feedback on their applications upon request, regardless of the outcome.

Project Requirements

What types of projects will the Fund support?

The Fund supports a wide range of initiatives that widen access to entrepreneurship for women and under-represented or under-supported communities, such as:

  • Skills development and mentoring
  • Innovation in support delivery
  • Network-building and collaborative initiatives
  • Local community-based entrepreneurship activity

What does “future planning” mean for my application?

Applicants should consider the sustainability or legacy of their project. How outcomes, resources or networks might extend beyond the funded period. We encourage you to think about:

  • How the project might continue or evolve after funding ends
  • Potential resources or partnerships that could support future activities
  • The lasting impact you hope to achieve
  • How you'll capture and share learning
  • Plans for commercial viability or sustainable funding after the grant period ends


How does the Pathways Fund relate to the Ecosystem and Entrepreneurial Education Funds?

The Pathways Fund is separate from but complementary to the Ecosystem Fund and the Entrepreneurial Education Fund. Together, these funds form part of a wider programme of Scottish Government support aimed at building a more inclusive and dynamic entrepreneurial environment.

While each fund has a distinct focus, they share a common objective of widening participation and reducing barriers to entrepreneurship:

  • The Pathways Fund supports organisations, groups and individuals working with adults (18+) from under-represented or under-supported communities. It encourages innovative, community-led projects that promote entrepreneurship as a route out of economic inactivity and foster inclusive local networks.
  • The Ecosystem Fund takes a broader approach, supporting the development of Scotland’s overall entrepreneurial infrastructure through regional or national-level initiatives, sector coordination and strategic projects.
  • The Entrepreneurial Education Fund is focused on developing entrepreneurial skills and mindsets in children and young people under the age of 18. Projects with this focus should apply to that fund instead.


Applicants do not need to tailor their project to more than one fund. However, proposals that thoughtfully align with shared priorities such as inclusion, community-led innovation or ecosystem development, will be viewed positively during the assessment process.

What if our project idea overlaps with existing support provision?

Your application should clearly articulate how your proposed activity differs from or enhances existing support. We're looking for initiatives that fill gaps rather than duplicate existing provision.

How important is innovation in project proposals?

We encourage fresh thinking in how to support entrepreneurs, which might include new types of support, innovative delivery methods or creative ways to reach underserved communities.

Do we need to have private sector support to apply?

While not mandatory, applications that demonstrate partnerships with private sector organisations or have secured additional resources will be viewed favourably.

Financial Information

Can we include existing staff costs?

Generally, existing staff costs representing business-as-usual operations are not eligible. However, if staff are redeployed specifically to deliver this project, and this is clearly justified in your application, these costs may be considered on a case-by-case basis.

Do we need to secure match funding?

Match funding is not required but is encouraged. Projects demonstrating additional resources leveraged will score higher on the value for money criterion.

When will payments be made?

Payments will be made in instalments based on agreed milestones throughout your project. The specific payment schedule will be outlined in your grant offer letter.

What records do we need to keep?

Awardees must retain all records, receipts, and invoices for a minimum period of three years following the close of the contract. Payment of the grant will only be made upon submission of proof of eligible expenditure.

What is the total budget for the Fund?

The Fund has an initial allocation for 2025/26. Additional funding may be released later in the financial year.

Will there be other rounds of the Pathways Fund in the future?

The Scottish Government has committed to implementing the recommendations made within the Pathways Report. The Pathways Fund is one such intervention to support the widening of participation in entrepreneurship in Scotland. As this work develops, we will explore what other mechanisms might be available to support implementation. We are therefore currently unable to commit to further iterations of the Fund. The aim for the Fund is to find successful projects that will have a lasting impact and legacy.

Delivery and Reporting

When must projects be delivered by?

All funded activities must be completed, and all costs incurred by 31 March 2026.

What happens if we can’t deliver the project as planned?

If circumstances change, contact your designated Inspirent Business Growth Partner immediately. They'll work with you to explore solutions. Only if no alternative can be found would the contract be voided.

Can we change aspects of our project after funding is awarded?

Minor changes are expected and acceptable (e.g., adjusted event dates, participant numbers). However, significant changes must be discussed with and approved by your Inspirent contact in advance. Unauthorised changes may affect your grant.

What reporting will be required?

You'll need to provide:

  • Regular progress updates during 'check-ins' with your Inspirent Business Growth Partner
  • Reports on agreed milestones
  • Original or electronic paid receipts or invoices for each item being claimed and proof of payment
  • A final project report
  • Completion of a survey at the end of the project
  • Participation in a follow-up survey 12-18 months later
